As required by state law, the Winnebago County Planning and Zoning Department administers regulations that control development within the shoreland areas in the unincorporated areas of the county and in some instances lands that have been annexed into a city or village.

A shoreland includes land within the following distances from the ordinary high-water mark of a navigable waterway: 1,000 feet from a lake, pond, or flowage; and 300 feet from a river or stream or to the landward side of the floodplain, whichever distance is greater.

Depending on the location of a project, it could be subject to more than one set of zoning regulations. These include the following:
  • Floodplain Zoning Code (chapter 26 of the general code)
  • Town/County Zoning Code (chapter 17 or 23 of the general code) OR Town Zoning
  • Shoreland Zoning Code (chapter 27 of the general code)
  • Wittman Regional Airport Zoning Code (chapter 24 of the general code)
  • Outagamie County Airport zoning regulations
